On August 14th, 2013, Deputy Minister of Industry and Trade Le Duong Quang signed a decision assigning laboratories for the energy efficiency labeling program.
Accordingly, the Ministry assigned the Quality Assurance and Testing Center 1 (Quatest 1) the Quality Assurance and Testing Center 3 (Quatest 3) to test the energy using products in the EE labeling program. Products such as televisions, printers, computer screens and photocopiers are included in the testing list.
The assigned laboratories should make sure that the testing equipment and methods were properly functional and accurate enough to perform testing criteria. The testing documents must be summitted to MOIT’s General Department of Energy periodically or on demand. The laboratories must also obey the inspection process of the administrative agencies.

Quatest 1 and Quatest 3 have also been assigned to test the other products in the EE labeling list, including light bulbs, ballasts, refrigerators, electric fans and electric engines.
According to the plan of EE labeling program, from July 1st, some of the energy using products which were household appliances and industrial machinery have to be energy labeled before being launched into the market. Those included fluorescent tube, compact fluorescent lamp, electromagnetic ballast for fluorescent lamp, electronic ballast for fluorescent lamp, air conditioner, washing machine, electric fan, three-phase transformer, etc.
From January 1st, 2014, MOIT will continue to implement the EE labeling program to refrigerator, front-loading washing machine and television.
By the end of June, 2013, MOIT had awarded certificates of energy efficiency labels for 1577 products in 10 categories according to the Decision No 51/2011/QD-TTg, including: - 155 lighting devices
- 700 kind of electric fans
- 278 air conditioners
- 154 washing machines
- 285 cooking machines
- 5 engines
- 30 transformers
